Facilities Assessment

Orleans Parish School Board (OPSB) & Recovery School District (RSD)

Charbonnet & Associates was part of the Vanir Project Management team in performing Facilities Assessments of 28 OPSB schools and 12 RSD schools. This project entailed visiting each school and assessing the condition of everything from building structures to physical plan equipment to flooring and ADA compliance. This information allowed OPSB & RSD for future budget considerations and planning purposes.

Program/Construction Management

Orleans Parish School Board (OPSB) & Recovery School District (RSD)

From 2011 to 2016, CAPC joined Jacobs Project Management Co. and CSRS Consortium to provide program management services for the OPSB & RSD $2 billion post-Katrina school construction program. This program entailed a major reconstruction of all public schools in the Orleans Parish School District. Specific tasks performed by CAPC staff included construction inspection, general administration and document control.

General Consultant

Citywide School Renovations

As a general consultant to the Orleans Parish School Board, the firm’s legal team served as special counsel for the Board’s $175 million citywide school renovation project. As special counsel, the firm negotiated and drafted the Board’s contract with the construction management team. The firm developed guidelines for the Board’s construction safety and contractor’s substance abuse policies.

The firm also helped to develop and implement an Owners Controlled Insurance Program (OCIP) for all of the Board’s construction work, the first of its kind for any major construction project in the state of Louisiana. The firm also oversaw the drafting and execution of all the Architect/Engineer Agreements and Construction Contracts for 305 separate projects representing the Board’s Capital Improvement Program – III.
CAPC staff monitored the drafting of the Front-End Documents for the Board’s construction projects. The firm also assists in the monitoring of the Small and Disadvantaged Business Enterprise program established for the Board’s construction projects.
