The Law Office of Bernard L. Charbonnet, Jr. opened its doors in 1980 in the historic Faubourg Marigny area of New Orleans. With deep roots in construction, the law office operates as a sister firm  to CAPC, allowing Mr. Charbonnet to offer his clients an unparalleled slate of services. Presently, the firm resides in downtown New Orleans.

Mr. Charbonnet is considered a construction law specialist and as such, he and his legal associates specialize in construction law. They evaluate contracts and advise clients regarding claims made by contractors and subcontractors, as well as to establish preventative procedures to prevent costly litigation.

Bernard L. Charbonnet, Jr. also has a solid reputation in the field of municipal finance and has been involved in several types of bond issues in various capacities. In fact, the firm has been listed The Bond Buyer’s Municipal Marketplace and ranked as the 33rd top Underwriter’s Counsel in the United States.

Members of the firm have extensive experience in the public finance area, including co-bond counsel, co-underwriter’s counsel, issuer’s counsel, and special disclosure counsel experience on general obligation and large-scale refunding bond issues. The firm possesses extensive and relevant experience in public finance.

Aviation

 
As aviation consultants, the firm has represented several agencies before the Federal Aviation Administration (FAA). As scholars of FAA rules and regulations, the firm has been able to guide its clients through the bureaucratic maze of red tape indicative of most federal agencies. The firm and its team of consultants have led its clients through the Part 150 environmental process, acquisition of property and assisted in the securing of grant funds for airport projects.
 
Mr. Charbonnet serves as a consultant in the Lambert-St. Louis International Airport P3 endeavor. As legal consultant, Mr. Charbonnet advises on matters relating to federal regulations and airline relations. The firm also consulted for the Lambert-St. Louis International Airport assisting in the formulation of the airport’s Master Plan Study which included initial inventory of facilities, assessment of current and future facility requirements, analysis of airport layout alternatives, and interaction with area residents through participation in public workshops.
 
As General Counsel to the New Orleans International Airport, Mr. Charbonnet addressed the multitude of airport-related legal issues. He directed the drafting of all construction contracts at the airport and  was responsible for the negotiation of all construction management contracts. Mr. Charbonnet’s firm has a depth of experience in negotiating contracts with design professionals, construction contractors, and airline representatives.
 
Mr. Charbonnet, in association with Charbonnet & Associates, also consulted on Master Plan Updates and other aviation planning services for the Jackson-Evers International Airport in Jackson, MS.

Construction Law

As part of the firm’s services, members of our firm drafted and negotiated the Orleans Parish School Board’s construction management contract for the Board’s $175 million capital improvement project. This project involves the coordination of all the relevant department heads of the New Orleans Parish Public Schools to ensure that the negotiated contract meets the varied interests of our client while promoting an efficient construction program.
 
Additionally, the firm developed guidelines for the Board’s construction safety and contractor’s substance abuse policies, monitored the implementation of the Board’s, owner’s controlled insurance program (OCIP) and monitored the Board’s bid process.

Regulatory Matters

Throughout the history of the Law Office of Bernard L. Charbonnet, Jr., the firm has represented many of its clients before governmental regulatory bodies. As such, the firm has developed a solid intergovernmental relations practice.
 
Additionally, the firm served as the regulatory arm of the administrative hearing process. The firm’s attorneys have also served as administrative law judges acting as hearing officers adjudicating complaints filed against taxicabs that operate at the airport.
